Alberta's Got One Decade to Clean Up Its Act

Canada and Alberta commit to a 75% methane cut by 2035, with automatic penalties for missed targets

Canada's federal government and the Province of Alberta have agreed in principle to cut oil and gas methane emissions by 75% from 2014 levels by 2035, the most ambitious joint commitment either government has made on the issue.

The deal, announced on 25 March, gives Alberta latitude to design its own reduction programme, drawing on provincial regulations, offset credits, and clean technology investment. Federal methane rules will be suspended once a formal equivalency agreement is finalised, targeted for completion by end-2026 and due to take effect in January 2027. The accord is set to run for 10 years.

A central feature is its accountability structure. An independent third party will model emissions and verify actual reductions, with corrective action triggered automatically if targets are missed. Alberta will also be required to publish data on covered emission sources, addressing longstanding questions over measurement credibility in the sector.

The backdrop is notable. Methane accounts for nearly a quarter of Canada's oil and gas greenhouse gas emissions. An earlier round of federal regulations, introduced in 2018, cut those emissions by 40% by 2023 even as production grew. Enhanced rules finalised in December 2025 are projected to deliver 304 million tonnes of cumulative reductions between 2028 and 2040.

The commercial dimension is also significant. More than 130 methane mitigation firms now operate in Canada, with close to 50 launched in the past 12 years. Demand for detection, monitoring, and abatement technology is expected to rise as the 2035 target approaches.

The agreement still faces a critical near-term test: whether the formal equivalency deal can be completed on the stated timeline. Any delay would leave federal rules in force and raise questions about the durability of the provincial flexibility the accord is built around.
